Hi Chris,
The best thing you can do is for students to have one and only one login to LAMS irrespectively from the number of semesters, course they are at the institution. Usually students have a unique studentid that you can use when creating their accounts. Once their accounts are created in LAMS (whether manually or using the spreadsheet, then when you create a course, you can search for these students and add them to any course. See Group Management --> Manage Groups --> Select your course --> Manage Users --> Add/Remove Users. The Add/Remove Users page has a very neat search function to find students and add them to a course. Now, if you want teachers to do this searching thru all the * Group Administrators can add new users If you enable the "Group Administrators can add new users", then they the group/course administrators can manually create users from scratch. If the "Group Administrators can browse all users in the system" is on, then when they search thru users, they'll be able to see all the users available system-wide.
